Hadi Sirika By Lawrence Olaoye The Federal Government has approved the sum of N1.524,492,863.62 to hire Transaction Advisers and other projects for the proposed national carrier. Aviation Minister, Hadi Sirika, made this known after the weekly Federal Executive Council (FEC) meeting chaired by Vice President Yemi Osinbajo yesterday. Minister for Water Resources, Suleiman Adamu, also briefed newsmen that the government has approved the resucitation of abandoned irrigation projects in Kano and Jigawa states. Sirika said the appointment of the Transaction Advisers was in tandem with the process for kick-starting the establishment of the nation's carrier and privatisation of the nation's airports. He said "You recall that once we were appointed as ministers in the government we started working we had a blueprint or road map of aviation how it would look like. You were also witnesses to stakeholders meeting we held four times, two in Lagos, two in Abuja where we discussed all of these ideas and because most of the projects and programmes were supposed to be on the PPP basis, we were guided by the ICRC regulation which is in accordance with our own Act to follow certain processes. "One of the process is to appoint a transaction adviser who will give advisory services and kick start and lead the process. Today in Council we took the memo for the appointment of those transaction advisers to carry out the advisory services on establishment of national carriers, establishment of aviation leasing company and establishment of maintenance repair and overhaul centre, establishment of aerotropolis or airport city as you may call it and ofcourse the concession of our airports. It was considered and all of them were divided into six groupings and they were awarded to messrs Luftansa consulting/ TN Aero FGE for the national carrier, then the aviation leasing company messrs Arrow, then for the concession of airports messrs Infrata Dantens, establishment of MRO messrs Arrow, then aerotropolis and agro cargo terminals was given to JEBB, all of these were at different amount but the total sum was N1.524,492,863.62. Council had graciously approved, these will signal the kick start of all of these activities within the industry of transportation and aviation." The Water resources minister said "The ministry of water resources submitted one memo that has to do with the verification of the diary irrigation which is a 2300 hectare irrigation project in Kano and Jigawa states. "This project was started during the PTF days in 1998 and had attained 50% completion when the PTF wounded up. It is has been abandoned for almost 20 years. "As you are aware it has been the policy of the federal ministry of water resources to put priority on ongoing projects. "This particular project happens to be one of the priority projects. Having been abandoned for over 17 years it is not easy to just move back to site. We have to do a more detailed analysis of the scope of work to know how much work is needed to complete the project and how much it will cost. This first one is for a consultant. There is already a provision in the 2016 budget and it has also been included in the 2017 budget. We are hoping that by the time they finish this project we will be able to come back to council for approval to continue."
